BCN is an interagency collaboration formed to enhance understanding and action across sectors and agencies. As an inter-agency network BCN is not an independent legal entity. Since 2016 it has operated as a fiscally sponsored project of Tides Center, a 501(c)(3) nonprofit organization.
The Tides Board is ultimately responsible for all activities of Tides, including those of each Tides fiscally sponsored project. It delegates specific oversight responsibilities to the BCN Advisory Board, whose primary responsibilities include providing support for the Project Director, ensuring that the project is ethically and responsibly managed, maintaining a focus on mission and impact, and assuring that the project is financially sustainable.
The BCN Advisory Board plays a key role in the governance of the organization, ensuring its fiduciary responsibilities are fulfilled and providing guidance, support and oversight to BCN’s Executive Director and staff team.
Following an independent review of its governance in 2024, new Terms of Reference were developed for the BCN Advisory Board to ensure it is able to fulfill its functions effectively. A process of recruitment for new members was initiated with the first 4 members appointed in February 2025. Members serve in an individual capacity for a three-year term and carry out their tasks in a voluntary capacity.
